Ahead of the 2018 school year, the Clark County School District Board of School Trustees approved a "Gender Diversity" policy with a 4-3 vote.

Kevin Child, Chris Garvey and Linda Young voted against the policy, while Linda Cavazos, Deanna Wright, Carolyn Edwards and Lola Brooks voted to approve the policy designed to better protect transgender students in public schools.

According to the district, CCSD Policy 5138 focuses on “Addressing the Rights and Needs of Students with Diverse Gender Identities or Expressions.”

“It is important to the Board of School Trustees that all students feel safe and respected at school," said Board of School Trustees Vice President Carolyn Edwards. “I am proud of the revisions to this policy, which incorporates concerns expressed by those opposed to and in support of the draft policy.”

The proposed policy will officially solidify the district's process when dealing with the rights and needs of gender diverse students. According to a press release, several changes were made to the policy first presented to the Trustees and the public on June 14 in an effort to incorporate concerns expressed by the public:

The District strengthened language to ensure that families and the community know that CCSD is not planning to teach gender diversity in the classroom through curriculum, but only to provide equity and to honor and respect the needs of all CCSD students. The District also clarified the language in the section addressing overnight field trips that CCSD will honor and respect the needs of all students when planning accommodations for these trips. The policy also clarifies that any outside consultants hired to train employees would go through the out-of-district process through the Purchasing Department, and CCSD would assume full responsibility and authority for establishing a professional development and training plan with specific requirements and procedures. Finally, the District clarified that CCSD would utilize the same methodology for determining bullying in the case of a gender diverse student as the District would with any other student as outlined in the Safe and Respectful Learning Environment Policy 5137.
